  This specification is formulated to unify the technical requirements on the construction of high-speed railway commurucation system, reinforce construction management and ensure construction quality.This specification is applicable to the construction of high-speed railway communication system and shall be taken as reference in the construction of inter-city railway communication system.The construction of high-speed railway communication system shall be conducted in strict compliance with national laws and regulations, relevant technical standards, and design documents.In the construction of high-speed railway communication system, standardized management concerning the management system, staffing, on-site management. process control, etc. , shall be strengthened in order to realize the construction objectives related to quality, safety, construction period, investment performance, environmental protection and technology innovation*The construction of high-speed railway communication system shall feature mechanization, prefabrication, specialization and informati;rationThe construction of high-speed railway communication system shall proceed in a disciplined manner.Risk management including risk plan, risk identification, risk assessment, risk evaluation and risk morutoring shall be well implemented according to the actual on-site situation, and special construction schemes and contingency plans shall be established at the same time.The construction of high-speed railway communication system which involves protection of cultural relics shall be carried'out in accordance with the related laws, regulations and the protective measures specified in designAccording to relevant national regulations and technical standardson resource conservation, energy saving and emission reduction, the technical scheme on energy saving and emission reduction for the construction of high-speed railway commurucation system shall be fonnulated and implemented with consideration of the actual engineering characteristics and construction environment.All staff involved in the construction of high-speed railway communication system shall receive necessary training and be qualified before taking up their postRelevant documents shall be collected and organized along with the construction of high-speed railway communication system, and be kept complete, accurate and authentic. And archiving shall be performed as required by relevant provisions.The main equipment and apparatus used in high-speed railway communication system shall comply with the relevant current national, industry and China Railway Corporation standards, as well as admittance regulations and design requirements.The position and instalLation of track-side equipment of high-speed railway communication system shall not intrude into the railway gauge.
