In May 2018,General Secretary Xi Jinping made it clear that promoting ecological civilization development is the fundamental strategy for the sustainabledevelopment of the Chinese nation in his speech at the National Conference on Ecological Civilization.In recent years,with the implementation of ultra-low emissions in thermal power industry,the steel industry has become thelargest source of pollutant emissions.In April 2019,the Ministry of Ecologyand Environment and other four ministries jointly issued the Opinions on Promoting the Implementation of Ultra-low Emissions in Steel Irdustry,puttingforward clearly the emission standards and time limit.Pollutants emitted from steel industry vary greatly from thermal power industry in several aspects.First,there are a large number of pollutant discharge ports.A steel plant with an annual output of 8 million tons has about 200 organized discharge ports.Second,steel industry has a long process.A steel company has multiple processes such as coking,sintering,pelletizing,iron-making,and steelmaking,hot-rolling,cold-rolling.Third,there are various pollutants.Pollutants not only include particulate matter,sulfur dioxide,nitrogen oxide but also VOC,dioxin and heavy mental.Fourth,unor-ganized governance is difficult because there are many unorganized emission points.Each steel company need to set thousands of unorganized emission points.Fifth,the logistics volume is large.A company needs to transport 4-5 tons steel,and it is difficult to transport steel by rail,sea or other centralized modes of transport in some areas.According to the steel industry ultra-low emission standards,it is extremely difficult to achieve the entire process of ultra-low emissions.First,it lacks mature technologies to treat flue gas.Second,there are great gaps in environmental protection infrastructure,environmental protection management level,and the worker operation level among companies.Therefore,it is a great challenge for every steel enterprise to realize ultra-low emission in the whole process.
